Congressional Research Service (CRS) Reports

Congressional Universe will contain the Congressional Research Service (CRS) Reports, which are a good starting point on a variety of topics and often include an overview of the issue as well as a detailed look at the strengths and limitations of ways to approach the issue. CRS Reports will be good for identifying policy as well as critiquing it and developing your own.
