We live in interesting times where politically fractured legislatures at both the state and federal levels engage in often secretive, makeshift lawmaking to get things done. With the classic “how-a-bill-becomes-a-law” method sidetracked, legal researchers are still challenged to find material to assist in interpreting these laws. In two recent pieces for the LBA Bar Briefs, associate librarian Kurt Metzmeier uses the recent federal tax law and Kentucky pension act to illustrate how to research legislative history in difficult times.
